(TO ENGAGE A CONSULTANT FOR THE END OF PROJECT REVIEW (EPR) UNDER THE OCEAN GOVERNANCE, RESEARCH AND DEVELOPMENT PROJECT (OGP))
ASSIGNMENT: END OF PROJECT REVIEW (EPR) CONSULTANT

The Ocean Governance, Research and Development Project (OGP) is a four-year project (2022–2025) funded by the Norwegian Agency for Development Cooperation (NORAD). The project is a strategic collaboration between the University of Ghana School of Law and the Department of Marine and Fisheries Sciences. With the project’s completion scheduled for 2025, the University of Ghana, serving as the implementing partner, intends to commission an independent End of Project Review (EPR).
The review will evaluate the project’s overall performance, highlight key achievements and challenges, and provide forward-looking recommendations to support the establishment of a proposed Centre for Ocean Governance and inform future initiatives in the sector.
The End of Project Review Consultant will conduct a comprehensive evaluation to assess the relevance, effectiveness, efficiency, sustainability, and impact of the OGP against its stated objectives. The review will also examine lessons learned, institutional capacities, and provide actionable recommendations for the future direction of the Centre for Ocean Governance.
The Consultant will be selected in accordance with the procedures set out in the Public Procurement Act, 2023 (Act 663) as amended by Act 914 (2016) of the Republic of Ghana. The selection method will be based on Individual Consultant Selection (ICS).
Scope of Work
The Consultant will be expected to:
Evaluate the relevance, effectiveness, efficiency, and sustainability of the OGP.
Assess the extent to which the project achieved its intended outcomes and impact.
Examine the project’s contributions to training, research, stakeholder engagement, and policy influence.
Review measures for sustainability, including the University’s organizational and financial capacity to manage donor-funded initiatives.
Provide strategic recommendations to guide the establishment and operationalization of the Centre for Ocean Governance.
Assess cross-cutting issues including anti-corruption, gender equality, human rights, and environmental sustainability.
Deliverables
Inception Report: Within seven (7) days of contract signing.
Draft EPR Report: By the 10th working day of the consultancy period.
Validation Workshop: Presentation of preliminary findings to stakeholders by the 13th working day of the consultancy period.
Final Report: Submission of the final report by the 15th working day of the consultancy period.
Duration
The consultancy is expected to last 15 working days over a 3-week period, commencing 27th October 2025.
Required Qualifications
Applicants must possess:
An advanced degree in project management, monitoring and evaluation, ocean governance, environmental law, public policy, or related field.
A minimum of seven (7) years’ experience in project evaluation or ocean governance programmes.
Demonstrated ability to lead participatory evaluations and synthesize complex findings.
Independence, impartiality, and no conflict of interest in relation to the review assignment.

A cover letter and CV highlighting relevant experience with two (2) references.
A technical proposal demonstrating understanding of the assignment and proposed methodology.
A financial proposal detailing the expected cost of the assignment.
At least one sample of a similar previous assignment.
